Manila Office, March 21, 2018:  While Donald Trump, President of the United States, enforces his #GlobalGagRule attack on women and girls around the world, the Canadian Prime Minister  Justin Trudeau has launched something quite different.  It’s jam-packed with political buzz words but at its core is solid gold. The global Gender Gap is being addressed by a Canadian project entitled, Feminist International Assistance Policy. Of late, the Canadian government has announced an enormous funding project for NGOs.

The Honourable Marie-Claude Bibeau, Minister of International Development has promoted a new call for preliminary proposals entitled Partnerships for Her Voice, Her Choice. The $40-million call is aimed at Canadian organizations working to improve the Sexual and Reproductive Health and Rights (SRHR)of women and adolescent girls in developing countries.

“This call is part of the $650-million funding over three years announced in March 2017 by Minister Bibeau”, says a release from the Minister’s office, “to address the gaps in SRHR with the help of experienced global, local and Canadian partners. Canadian organizations are invited to submit initiatives that propose concrete ways to increase demand for, supply of and access to high-quality SRHR services and to address issues of rights, with a particular focus on adolescents and advocacy.”

By committing to advancing gender equality and the empowerment of all women and girls, this call appears to significantly advance the priorities of Canada’s new Feminist International Assistance Policy.

The deadline to submit proposals is May 1, 2018.

Hence the project is not just for Canadian NGOs but any NGO that meets the criteria (which is quite strident). This would seem to be a direct contradictory policy to the American misogynistic #GlobalGagRule attack on women and girls around the world.

I will never understand politicians but the most complexing is the Canadian Justin Trudeau. He is a feminist. Probably Trudeau is the only male feminist among all the world leaders, most of whom these days are authoritarian monsters. The contrast is mind-bending. When I read the email from Justine Lesage, Press Secretary
to Minister Marie-Claude Bibeau, I was at the Starbucks near Bocobo and United Nations Blvd.  in Manila and seriously wanted to get up on the table and do a roaring jig despite my skirt.

This Feminist International Assistance Policall began in March of 2017, but by gosh and by golly it has teeth. That was unexpected. Now it has my attention, and yours too, I hope.
